The Roads and Highways Department of Bangladesh has awarded the widening of the Elenga–Rangpur Highway to contractor Abdul Momen Ltd., also known as AML Construction. The engineering division of Abdul Momen has worked on such projects as the Padma Multipurpose Bridge, the Shahjalal International Airport in Dhaka, and the Osmani International Airport in Sylhet.

The project includes 11 contract packages along the 190-kilometer highway linking the town of Elenga and the city of Rangpur in northeast Dhaka, including the widening of the road from four to eight lanes and the construction of 7 bridges, 17 culverts, 1 flyover, and 5 underpasses. The highway crosses the Brahmaputra River at the Jamuna Multipurpose Bridge.

The Elenga–Rangpur Highway is part of the SASEC Road Connectivity Project Phase II to develop the transport corridor in northwest Bangladesh.
