India's CBIC Highlights Achievements in Trade Facilitation in Geneva

The Government of India’s Central Board of Indirect Taxes and Customs (CBIC), in collaboration with the Permanent Mission of India to the World Trade Organization (WTO), showcased key achievements in Trade Facilitation Agreement (TFA) compliance and policy implementation, digital customs infrastructure, and capacity building on the sidelines of the WTO Committee on Trade Facilitation meeting in February 2026. The session also highlighted India’s planned trade facilitation reforms for 2026. The key achievements presented are outlined below:

Trade Facilitation Agreement (TFA) Compliance and Policy

  • Notified 100% of TFA commitments within stipulated timelines
  • Advanced to "TFA Plus" measures under the National Trade Facilitation Action Plan (NTFAP 3.0)
  • Achieved an overall trade facilitation implementation score of over 93% in the UNESCAP Global Survey 2023 — highest in South Asia and among top performers in Asia-Pacific

Digital Customs Infrastructure

India showcased its indigenously developed systems, including:

  • Single Window Interface for streamlined processing
  • Risk Management System (RMS) for smarter cargo screening
  • Authorized Economic Operator (AEO) Program for trusted traders
  • Pre-arrival customs processing to reduce clearance times
  • Electronic Exchange of Origin Data (EODES) and Electronic Cargo Tracking System (ECTS)
  • Virtual Trade Corridors (VTC) and Coordinated Border Management (CBM) initiatives
  • Modern Customs Control Laboratories

Capacity Building

  • NACIN conducted 65 training programs since 2022, benefiting 1,800+ international participants from around 30 countries
  • Central Revenue Control Laboratory (CRCL) trained 300+ international participants
  • Both NACIN and CRCL are recognized by the WCO as Regional Training Centre and Regional Customs Laboratory for Asia-Pacific, respectively

Upcoming 2026 Reforms

  • Single interconnected Customs digital window
  • Trust-based frameworks for trusted importers
  • Factory-to-ship clearance and removal of the ₹10 lakh value cap on courier exports
  • Return to Origin (RTO) provisions for unclaimed shipments
  • Simplified e-commerce export return procedures
     

The event was attended by delegates from around 40 countries. It was organized ahead of India's 8th Trade Policy Review scheduled for July 2026.
