Bhutan, India Revisit Hydropower Cooperation and Cross-border Transmission Development through 2040

Lyonpo Gem Tshering, Minister of Energy and Natural Resources of the Royal Government of Bhutan, met Mr. Manohar Lal, Union Minister of Power, and Mr. Shripad Naik, Minister of State for Power, of the Government of India, held high-level ministerial talks on 3 February 2026 to review Bhutan and India's long-standing energy partnership. The discussions focused on deepening cooperation in hydropower development and cross-border transmission planning, specifically:

  • Optimizing commercial operations at the 1,020 MW Punatsangchhu-II Hydroelectric Project,
  • Expediting the commissioning of the 1,200 MW Punatsangchhu-I project,  
  • Planning the future Sankosh Hydropower Project, and
  • Cross-border transmission infrastructure development through 2040.

The meeting also addressed operational challenges, including streamlining power scheduling approvals during Bhutan's lean generation periods to ensure reliable electricity supply.
