ADB-NACIN Workshop on Customs Valuation and Database Systems

Senior Customs officials from South Asia Subregional Economic Cooperation (SASEC) countries attended a 2-day training program on customs valuation and databases at the National Academy of Customs, Indirect Taxes and Narcotics (NACIN) training center of the Government of India in Faridabad on 11-12 June 2019. The workshop, held in collaboration with the Asian Development Bank (ADB), builds on the experience of SASEC customs administrations in implementing customs valuation law, consistent with the World Trade Organization (WTO) Agreement on Customs Valuation.

The training program

  • Discussed emerging issues and challenges in implementing the customs valuation law;
  • Shared India's experience on the design and use of database systems for effective administration of customs valuation laws; and
  • Explored the use of modern customs tools, such as risk management and post-clearance audit, for valuation controls.

This is the third ADB and NACIN training program to be held under the Memorandum of Intent for Cooperation on Customs Capacity Building, which was signed in Bhutan in 2017. Knowledge gained through this training will allow participants to develop transactional databases in their respective administrations.

This ADB-NACIN knowledge sharing program aims to enhance SASEC countries' efforts to comply with provisions of the WTO Trade Facilitation Agreement. SASEC Customs administrations held a successful workshop on trade facilitation measures for the authorized economic operator program in September 2018 and time release study in November 2018.
