Punatsangchhu-II Unit 3 Bolsters Bhutan-India Hydroelectric Partnership

Unit 3 (170 MW) of the 1020 MW Punatsangchhu–II Hydroelectric Project (HEP) was successfully synchronized with the power grid on 19 March 2025. Synchronization of Unit 3 marks an important milestone in the development of the Punatsangchhu-II HEP. Units 1 and 2, with 170 MW each, of the hydropower project were commissioned in December 2024. 

Bhutan and India are working toward the full commissioning of the 1020 MW Punatsangchhu-II HEP this year. Once completed, the project will increase Bhutan’s installed power generation capacity by around 40% and contribute in a significant way towards Bhutan’s economic growth and development. 

A ceremony was held at the project site to mark the occasion, attended by Lyonpo Gem Tshering, Minister of Energy & Natural Resources; Shri Sudhakar Dalela, Ambassador of India to Bhutan; Dasho Karma Tshering, Secretary, Ministry of Energy & Natural Resources; Shri Rajesh Kumar Chandel, Managing Director, PHPA-II; and project management team and officials of the Royal Government of Bhutan.   

Bhutan and India enjoy longstanding cooperation in the hydropower sector, partnering in the development of four major hydro-electric projects in Bhutan, including 336 MW Chukha HEP, 60 MW Kurichhu HEP, 1020 MW Tala HEP and 720 MW Mangdechhu HEP.  

In consonance with the Joint Vision Document on the India-Bhutan Energy Partnership of March 2024, both sides are working together to enhance their partnership in the clean energy sector through the development of new energy projects.
