International Solar Alliance to Establish Solar Technology Application Resource Centre in Bhutan

17 April 2024

The International Solar Alliance (ISA) will grant Bhutan $200,000-$300,000 to establish a Solar Technology Application Resource Centre (STAR C) at the College of Science and Technology in Phuentsholing. This center is expected to become a hub for solar technology research, development, and application, marking a significant milestone since Bhutan joined the ISA in October 2022. The STAR C will serve as a laboratory for testing solar applications, setting standards for imported solar products, and providing training for technicians.

Following Bhutan's membership in the ISA, the country was identified as one of three focus countries to establish the STAR C as a regional initiative under the ISA and the United Nations Industrial Development Organization. A Country Partnership Agreement was signed between the ISA and Bhutan's Ministry of Energy and Natural Resources, outlining a two-year collaboration from April 2024 to December 2026. This agreement includes broad proposals to enhance the deployment of solar technologies in Bhutan, with a Memorandum of Understanding signed for the establishment of the STAR C.

Mr. Ajay Mathur, Director General of the ISA, emphasized the importance of this partnership, particularly given Bhutan's status as a net importer of electricity during winter months. The College of Science and Technology anticipates that the STAR C will significantly enhance its capabilities in renewable energy education and training. Additionally, the ISA will provide another $50,000 to Bhutan for installing two solar-powered cold storages in Paro and Zhemgang on a pilot basis. Globally, the ISA aims to mobilize $1 trillion in solar investments by 2030 to enhance energy access, security, and transition to a carbon-neutral future.
